Power: A large white liquid coats his body protecting it from physical force, but without the suit on he is like all other humans.
The suit can shift his digits into any form it's seen, as well as create multiple tendrils to handle many opponents at once, as well as being able to send G-waves throughout his body, causing him to vibrate and even create small tremors.
The fluids can easily slip up anyone that steps in it, not to mention it's the ultimate lubrication

Weakness:His liquid suit can have control of it's own, and if he is worked up while in the suit the fluids while seep into his skin, causing his hormon level to sky rocket and need release into another vessel
History:Spending much of his teen years as a line worker in the latex shop, he saw many new kinds of liquids first hand. The sponges, the water like ones, the special realistic scent kinds.
But in one instance there was a breakthrough, a type of latex that reacted to human contact by expanding, or vibrating in small doses.
When the first few prototypes went along the conveyor line, Spencer was one of the workers chosen to test it, to see if it could be molded without any reprecutions.
All was going well, it was heated, shaped, and cooled, but when it came time for it to be painted, somthing went wrong. The special latex mixed oddly with the chemicals in the paint, stretching rapidly it exploded in a mess of wet rubber and heat, coating.
But after the smoke cleared, nothing was seen but a slightly roughed up Spencer and some broken machinary.
Since Spencer seemed to be slighlty woozy, no one asked any questions, but rather quickly got him to the hospital where he spent a good two weeks in recovery. Of course he discovered his powers in the first day, but with quite a few suggestions from the many nurses that visited him, he was held for observation...at the very least.
When all was said and done, Spencer had realized the fluids had gotten into his blood stream, allowing him to create as much or as little of it as he wanted, not to mention a few other handy tricks.
With this knowledge he set out to protect the city as...*dum dum dum* SlickShifter!
