On my penis i have small bumps all over the testicles and lower shaft. Can any1 tell me if they ahve experienced this or know what itis?

they are probally just ingrowen hairs

Most likely just a little thing called "pearly penile papules", which are little colorless bumps that most men have on their penis and scrotum. They may not go by that name when on the scrotum but they are normal either way. I have them and most guys do too.
If they itch, burn, bleed, or grow, you need to see a doctor because it's hard to tell what somebody is describing on the computer.

Yes it's normal. If you're really concerned or if they change, go to the doctor. Or if you have a camera take a few pics of it and let us look.

I also have a ring of small colorless, painless bumps along the 'rim' of the head, is that normal?

a ring of little bumps around the rim of the head (or 'knob' if you please) is normal?

Belial, i think i know what you're talking about. If you're talking about all those little bump things around the base of the head of your penis, then you have nothing to worry about. I've had those forever and nothing adverse has come from it.
